Good afternoon,
I am currently a PhD student in Naples with a signed contract until September 2019. I will apply for my residence permit renewal during this month because it is expiring on the 7th of October.
The reason I am writing to you is to find the right answer to my question, that I could not get from Questura.
I will have to attend a short course at EMBL, Heidelberg Germany as a part of my study from 6-12 October. That means that I will have my valid Serbian passport, expired residence permit and “ricevuta” as a proof that I applied for the permit renewal.
I contacted the German embassy in Rome and their answer was:
"Dear Ms. xxx,
thank you for your e-mail. Citizens of Serbia are free to travel in Schengen for 90 days in 180 days. They must hold a biometrical passport.
However, you must hope that the officer at the airport knows this rule, regretfully not all do.
Since this Embassy is fully booked until end of October, we are not able to issue any visa."
Do I still have to apply for a German visa or any Italian legal document to enter Germany legally? I am looking forward to your answer.
Best regards
Randelovic, dalla provincia di NA

Risposta:
you cannot travel through EU countries just with your "ricevuta", as you need a valid permit of stay or a visa released by the german embassy. If there is no possibility to obtain a visa in this short period, you can only try to ask to the Questura a temporary permit of stay in order to attend your course.
