Sorry my Italian is bad and that is why I am going to explain my problem in English.
I have applied student residence permit on 25 October 2017, usually for last two years it is ready in less than 40 days but this time I have been waiting for 5 months. I applied at Questura di Torino. Whenever I go they dont tell me any reason just ask me to wait. and Now I am in Rome doing my internship, I have tried to send my friend to ask the reason again but they will not tell hime even I have written delega for him, given him my ID docuements but they are not willing to cooperate. How can they expect me to come to Torino from Rome just to ask something which I know they are not going to tell me. I have tried to email on some addresses of immirgration but none seems to reply. What shall I do?

Write them a letter registered letter against acknowledgement of receipt, asking them the reasons of the delay and the termination of the proceeding.
